Please meet our Lincolnshire Health & Care Collaborative (LHCC) Board members.

Elaine Baylis

Elaine Baylis

Elaine has over 30 years’ experience working in the public sector in Lincolnshire. Her career in policing culminated in the role of assistant chief constable with accountability for service delivery. She worked extensively with communities, enabling active influence of local policing, reducing crime and disorder and ensuring services considered safeguarding vulnerable members of the community. Elaine is an experienced strategic commander with particular interest in responding to emergencies. In 2005 Elaine was awarded the Queens Police Medal for distinguished service.

Maz Fosh

Maz Fosh

Maz became Chief Executive of LCHS in July 2019, after 6 years as an executive director at the trust. Prior to joining LCHS 2013 she spent 3½ years in the acute sector, where she worked as deputy director of HR and assistant director   of HR at United Lincolnshire Hospitals NHS Trust. She joined the NHS in 2009 after 14 years in the police service, where she held a number of senior human resource positions.

Maz is a fellow of the Chartered Institute of Personnel and Development (CIPD) and her professional interests are in compassionate leadership, culture, performance development coaching, talent management and diversity & inclusion. She is the chair of the Lincolnshire Urgent & Emergency Care Partnership Board, co-chair of the Lincolnshire Health and Care Collaborative and is the NHS Provider Trust member of the Lincolnshire Integrated Care Board.

Sunil Hindocha

Sunil Hindocha

Sunil moved to Lincoln in 1991 as a GP principal and is still a partner at the same practice in the Sincil Bank area and have a close connection to this area (and Lincolnshire as a county) having lived and worked here for more than 30 years. Sunil has previously acted as a clinical advisor, and then as Chief Executive Officer of the local commissioning group, an Executive Board Member for the Out of Hours co-operative and Chair of the Practice Based Commissioning group. Alongside this, he was an integral founder member and subsequently Chair of a federation of GP practices in Lincolnshire called Optimus.

Sunil’s other current executive commitments include roles as the Clinical Director of the Marina Primary Care Network in Lincoln and Chair of the Primary Care Network Alliance, which is a county wide group representing all Lincolnshire general practices. He is passionate about building resilient, confident and compassionate communities.

 Sarah Connery

Sarah Connery

Sarah was appointed Acting Chief Executive of Lincolnshire Partnership Foundation NHS Trust, the county’s mental health, learning disability and autism focused NHS trust, in October 2020 and made substantive in September 2021. She joined the Trust as Deputy Director of Finance in April 2015, having worked in the NHS for 14 years in various senior finance roles.

Andrew Morgan

Andrew Morgan

Andrew has worked for the NHS since 1982. Immediately prior to joining ULHT he was the Chief Executive of Lincolnshire Community Health Services NHS Trust since 2014. He has been a CEO since 2004 and has held CEO posts at East of England Ambulance Service NHS Trust, NHS Norfolk and Waveney, NHS Bedfordshire and NHS Harrow. His earlier NHS career included a range of director posts at NHS organisations around the country, including in commissioning, performance management, strategy and service improvement.

Sam Wilde

Sam Wilde

Sam joined LCHS as interim director of finance and strategy on June 1, 2018, having worked as associate director of finance for Norfolk Community Health and Care NHS Trust.

Sam graduated in 1996 having studied finance and accountancy before going on to complete an MBA at Durham University. He has worked in the NHS for six years interspersed with experience of working in the private sector for Rolls Royce PLC and Astra Zeneca.

Sadie Aubrey

Sadie Aubrey

Sadie completed her training at St George’s Hospital Medical School in London in 1996 then chose to relocate to Lincolnshire for her GP vocational training, working at Lincoln County Hospital and a practice near Lincoln.  In 2002 she joined Brant Road Surgery as a partner where she continues to work now.

She is also chair of the Lincolnshire PCN Alliance, providing strategic leadership for PCNs in the Lincolnshire Integrated Care System.  She works closely with senior colleagues in the NHS, local authority and voluntary sector to provide more integrated services to improve the health and wellbeing of our population.

Michelle Andrews

Michelle Andrews

Michelle has lived and worked in Lincolnshire with her husband and two sons for over 30 years. In 2002, Michelle joined Lincolnshire County Council moving from the private sector into the design and delivery of public services that meet the needs of the communities they serve. As part of her professional development in 2006 she completed a Masters of Business Administration (MBA) at Lincoln University.

Michelle has a breadth of experience, having had roles across a number of directorates within the county council, delivering transformational change internally and with partners through collaboration, including working with the voluntary sector and Lincolnshire NHS providers.

Michelle has continued to focus on the benefits gained through partnership working, striving for greater integration of services. Michelle is currently leading on behalf of the council the strategic development of the Lincolnshire Integrated Care System (ICS) and delivery of the Integrated Care Strategy with colleagues from the Integrated Care Board and with partners.

Melanie Weatherley

Melanie Weatherley

Having spent the last 17 years working to improve social care standards, Melanie Weatherley MBE is known as the voice of social care provision in Lincolnshire, representing 386 providers and 21,000 care workers across the county.

A passionate advocate for the provision of home and community care, Melanie co-founded Walnut Care in 2002 – now one of the largest domiciliary care providers in Lincolnshire and has chaired Lincolnshire Care Association (LinCA) since 2016; helping improve standards of care in the region.

In 2020, Melanie received an MBE for her services to social care, honoured for helping set up the Care Home Trusted Assessor Scheme. In a national first, Melanie also led a scheme to train care workers to become nurse associates.

Chris Wheway

Chris Wheway

Chris qualified as a bricklayer in 1987 and following a few years in building services trained as a Social Worker and qualified in 1996. He worked as an Approved Social Worker in Mansfield and Central Nottingham working across Forensic, Rehab and Acute mental health services. Chris moved to NHS management in Nottingham in 2001, then joined Lincolnshire Partnership Trust in 2003 and worked in a number Senior Management roles. In 2009 he joined the Derbyshire Mental Health Trust working in several General Management and Divisional Director roles.

Chris took up his current post as CEO of St Barnabas Hospice in 2015. Chris is Chair of the Lincolnshire Voluntary Engagement Team and SRO for Lincolnshire’s Personalisation Programme. Chris has been a Company Director for retail and promotions companies and is also a member of the GLLEP Health & Enterprise Board.

Chris remains registered with Social Work England as a Social Worker and has undertaken post graduate training in management and project management.

Chris is a passionate advocate for the third sector and the need for it to make a strategic impact within the Integrated Health & Care system.

Oliver Newbould

Oliver Newbould

Oliver Newbould currently manages two portfolios withing NHS England’s Midlands Region: He is the Regional Director of Intensive Support, working with national and regional teams to manage programmes of holistic support to operationally challenged providers and systems. This includes the prioritisation, design and delivery of intensive support interventions for organisations and systems in, or at risk of entering, the Recovery Support Programme.  In addition, Oliver is the Director of Strategy and Transformation for the Central part of the Region which includes the health services in Lincolnshire, Northamptonshire and Leicestershire and Rutland.  This role is the key point of contact between NHSE and the System ICBs, assuring programme delivery and supporting service planning and leadership development.

Prior to this, Oliver joined NHS England as the Locality Director for Nottinghamshire and North Derbyshire where he was responsible for supporting and assuring local CCGs on behalf of NHSE. Following the creation of the Nottinghamshire ICS, he took on a new role leading the development and implementation of the National Transformation Programmes for Urgent Care, Planned Care, Cancer and Mental Health across the whole of the North Midlands DCO, including leadership of the GP 5 Year Forward View Extended Access programme across the whole of the Midlands and East Region.

Before joining NHSE, Oliver was the Chief Officer of Nottingham West CCG, during which time he also led the commissioning function on behalf of the Nottinghamshire CCGs. Prior to this, Oliver led major change programmes in Nottinghamshire County PCT relating to community services and community hospital reconfiguration. His earlier Career included Commissioning Director posts at Leicester City and Newark & Sherwood PCTs, and a Head of Planning role at Sherwood Forest Hospitals Trust.

Oliver joined the NHS as a management trainee in the early 90’s and has held a wide portfolio of roles in service design, contracting and performance improvement. Amongst his academic qualifications, Oliver holds a BA (hons) in Ancient History, an MSc in Business Administration with Information Technology, and a Diploma in Executive Coaching.

Peter Noble

Peter Noble

Peter joined us from the Newcastle Health Innovation Partners, a large Academic Health Science Centre in the North East where he held the role of Chief Operating Officer. Prior to that Peter has worked for the Science and Technology Research Council, universities in both the UK and overseas, as well as a number of NHS organisations.

Peter’s qualifications include a Master of Business Administration from Leeds University as well as an award from the Institute in Health Service Management.
