Dr Kathy McLean, OBE

Kathy is currently the Chair of the NHS Derby and Derbyshire, Lincolnshire and Nottingham and Nottinghamshire ICBs.  

Before taking up her current role, Kathy chaired NHS Nottingham and Nottinghamshire ICB and the Integrated Care Partnership, as well as NHS Derby and Derbyshire ICB. Her career has focused on medicine and clinical leadership, including Medical Director roles in Derby, the East Midlands, the NHS Trust Development Authority and NHS Improvement.

Kathy was previously Chair of University Hospitals Derby and Burton and a Non-Executive Director at Barts Health NHS Trust and Barking, Havering and Redbridge University Hospitals NHS Trust. She is also Chair of the NHS Alliance’s Integrated Care Board Network Board.

For many years Kathy has been involved with NHS Employers as the Chair of the Joint Negotiating Committee (SAS).

In 2018 Kathy was awarded an OBE in the Queen’s Birthday Honours for her services to leadership across the NHS.

Dr Amanda Sullivan

Amanda has almost four decades of experience in clinical practice, commissioning and system transformation. She is Chief Executive of the NHS Derby and Derbyshire, Lincolnshire and Nottingham and Nottinghamshire ICBs. She previously served as Chief Executive of NHS Nottingham and Nottinghamshire Integrated Care Board, a role she formally assumed in July 2022. Her earlier roles include Accountable Officer for Nottingham and Nottinghamshire Clinical Commissioning Group, where she oversaw the merger of six CCGs and the development of integrated system working, following a period as Interim Accountable Officer for the six CCGs.

Alongside her commissioning leadership roles, Amanda has had a long and successful career in nursing. She was Interim Director of Nursing for the Nottingham and Nottinghamshire Primary Care Trust from 2011 to 2012, and Director of Nursing, Quality and Governance at Nottinghamshire County Teaching Primary Care Trust, where she was awarded a prestigious Florence Nightingale Scholarship. Her leadership experience also spans acute trusts, including developing a new model for nursing and midwifery practice across Nottingham University Hospitals Trust as Interim Deputy Director of Nursing. Amanda’s NHS career began as a Staff Nurse in 1988 before she became a Midwife and Consultant Midwife. This area of professional interest expanded in 2001 when Amanda was awarded a PhD for research investigating decision-making during pregnancy.

Amanda currently also has overall responsibility for human resources and organisational development; corporate governance and probity arrangements; Freedom to speak up; information governance and corporate records; and legal and corporate administration. During this time of transition to a new operating model, she is temporarily supported in the delivery of these responsibilities by an Executive Director of Transition.

Bill Shields

Bill has four decades of board-level experience and was previously Director of Finance across both Derby and Derbyshire and Nottingham and Nottinghamshire ICBs. Before this, he was Interim Chief Executive at Torbay and South Devon NHS Foundation Trust, appointed from his substantive post as Deputy Chief Executive and Chief Finance Officer at NHS Devon ICB. Bill has held a range of Chief Executive and Chief Finance Officer roles in the NHS and overseas. He has also served as Chair of the Audit Committee at the Chartered Institute of Public Finance and Accountancy and as President of the Healthcare Financial Management Association, where he currently chairs the Financial Recovery Group.

In his current role Bill has executive lead responsibility for financial management and probity; financial recovery; technical contracting; investment shifts and sustainability; financial strategy, forecasting and planning; procurement programme costing; payment mechanisms – incentives and spend and activity controls; digital transformation and General Practice information technology; business and operational planning, including demand and capacity.

Clair Raybould

Clair brings over 30 years of experience in the private and public sectors to the ICBs, most recently as Interim Chief Executive at NHS Lincolnshire Integrated Care Board and, before that, as its Executive Director for System Delivery. She also served as NHS Lincolnshire ICB’s Accountable Emergency Officer, ensuring robust emergency preparedness, resilience and response across the system, and as Senior Responsible Officer for Planned Care, Cancer, Urgent and Emergency Care, and Women’s Health Champion.

Clair’s leadership journey includes roles as Director of Operations at NHS Lincolnshire Clinical Commissioning Group, Chief Operating Officer at NHS South West Lincolnshire CCG, and positions in Primary Care Trusts and Strategic Health Authorities. Her operational and strategic expertise spans service redesign, emergency planning and clinically led transformation. She is known for practical, people-focused leadership and for building strong partnerships with clinicians, system partners and local communities. This supports her current portfolio priorities of population health strategic development and planning, alongside engaging and communicating with communities to understand experiences and what matters most to people living in and visiting the ICB’s geography.

In her current role Clair has executive lead responsibility for population health strategy development and strategic planning;  deep population engagement and deliberative service design and insights; strategic workforce planning; market development; strategic partnerships and provider development; development of Neighbourhood Health Teams and Integrated Health Organisations; health devolution; stakeholder management (including Voluntary Community and Social Enterprise, political stakeholders, academia, innovation); service configuration; and internal and external communications.

Maria Principe

Maria is an experienced NHS leader with almost three decades of experience in commissioning, transformation and system delivery. As Chief Delivery Officer at Nottingham and Nottinghamshire Integrated Care Board, her substantive role, she is recognised for the strategic and operational leadership she provides across urgent and emergency care, elective recovery, mental health, cancer, diagnostics and primary care.

Maria has extensive board-level experience, having led commissioning within the city of Nottingham. She played a key role in supporting financial turnaround and improving system sustainability during that period, including through her tenure as Turnaround Lead at Nottingham University Hospitals NHS Trust. She was also the lead for Nottingham and Nottinghamshire’s response during Covid. Maria holds an MBA in Law with a focus on contracting, bringing a strong commercial and governance perspective to her NHS leadership. This was also a significant factor in her successful development of the NHS System Analytics Intelligence Unit in Nottinghamshire.

In her current role Maria is the ICB’s Emergency Preparedness, Resilience and Response Accountable Emergency Officer and has executive lead responsibility for data, analytics and intelligence, population health data, population health segmentation, forecasting and modelling; performance assessment and management of contracted services; market management; commissioning intentions; operational plan delivery and impact monitoring; joint commissioning (including neighbourhood health); and primary care.

Rosa Waddingham

Rosa joined the ICB’s executive team from her role as Director of Nursing at Nottingham and Nottinghamshire ICB, having previously held the same role at the CCG. She has had a varied career across different settings, including work in a third sector charity supporting the military internationally. Since returning to the UK in 2015, Rosa has held a number of roles within the Nottinghamshire system, all focused on achieving quality through partnerships, developing and embedding person-centred care, and providing system leadership.

Rosa is an Honorary Professor in the School of Social Sciences at Nottingham Trent University and works closely with the Florence Nightingale Foundation and NHS Professionals, supporting advisory boards. She is passionate about people and person-centred approaches to care, and has undertaken executive leadership roles focused on learning disabilities, autism, Down’s syndrome, SEND and safeguarding. Rosa also supports a number of networks and mentoring programmes and works with Girlguiding UK to support and empower girls and young women.

In her current role Rosa is the ICB’s Caldicott Guardian and has executive lead responsibility for Quality improvement methodologies and data driven risk-based interventions; Commissioning for quality; Clinical Governance/Quality strategy; Coproduction; Patient experience and complaints; Patient safety; Continuing healthcare; Infection Prevention Control; Local Maternity and Neonatal System / Maternity and Neonatal Voices Partnership; Children and young people (aged 0 to 25); Children and young people with special educational needs and disabilities (aged 0 to 25);  Safeguarding (all-age), including looked after children and care leavers; Learning disability and autism (all-age); and Down syndrome (all-age).

Dr Dave Briggs

Dave is a qualified GP who worked as a GP principal with an interest in ear, nose and throat care before becoming Accountable Officer for East Leicestershire and Rutland Clinical Commissioning Group.

In that role, Dave was the system lead for urgent and emergency care and for the Better Care Together System Programme.

More recently, Dave has held roles within the Emergency Department as a practising clinician and as Medical Director for Professional Standards and System Improvement at NHS England and NHS Improvement Midlands.

Across these roles, Dave has led and supported clinical improvement and outcomes for people across the Midlands.

In his current role Dave is the ICB’s Senior Information Risk Owner (SIRO) and has executive lead responsibility for Population Health Management clinical application and clinical prioritisation, early intervention; immunisations and vaccinations; rural, coastal and city health inequalities; prevention; clinical stewardship; commissioning policy and thresholds; demand management, utilisation reviews / value; care pathway optimisation, research; evaluation and innovation; and medicines optimisation.

Jon Towler

Jon graduated from Reims Business School in 1991 with a double degree in International Business Administration. He began his career in international sales management before moving into general management roles in the late 1990s, including eight years as a Director of the UK’s leading wholesaler of office products.

Jon has been involved with the NHS for more than fifteen years, previously chairing both a Primary Care Trust and the East Midlands Ambulance Service. Since 2015, he has supported NHS commissioning in a non-executive capacity across multiple Clinical Commissioning Groups, before transitioning to NHS Nottingham and Nottinghamshire ICB in 2022. Jon chairs the ICB’s Joint Strategic Commissioning Committee and acts as the Boards’ Deputy Chair and Senior Non-Executive Member.

Jon also chairs a national conservation charity, which brings together more than 100,000 people each year to protect and restore nature. Outside of work, Jon is married with two sons and lives in Nottinghamshire.

John Dunstan

John is an experienced Chief Financial Officer and Finance Director, and a qualified chartered accountant. With FTSE 100 and major accounting firm experience, he has held executive roles in SME companies and non-executive roles in charitable trusts in the education sector. John’s experience spans strategy development, financial management and decision-making, audit and financial compliance, legal and taxation, data protection and compliance, operational planning and delivery, and process development.

John qualified with Ernst and Young before holding a number of financial, operational and strategy roles at The Boots Company plc. Following four years with a retail start-up, John completed 15 years as Finance Director with Interflora.

Alongside his executive career, John spent over 15 years involved with Greenwood Academies Trust, a Multi-Academy Trust and its predecessor entities, and was latterly Chair of the Audit Committee. He also served as Non-Executive Director at Our Learning Cloud, a wholly owned IT services spin-off from that organisation.

John chairs the ICB’s Audit Committee in Common and Auditor Panel in Common and is the ICB’s Conflict of Interest Guardian.

Margaret Gildea

Margaret is a Human Resources professional with 30 years’ experience at Rolls-Royce, culminating in senior roles as Company Director of Learning and Development and Divisional Executive Vice President of HR. Since leaving Rolls-Royce in 2009, she has run her own business supporting organisations to deliver major change programmes.

Margaret has been a Non-Executive Director with Derbyshire Healthcare NHS Foundation Trust since 2016, helping to develop the People First approach, which supported the Trust’s move to a CQC rating of Good. She was Chair of the Remuneration and Appointments Committee and People and Culture Committee at NHS Derby and Derbyshire ICB and chairs the ICB’s Joint Remuneration Committee.

Margaret lives in Melbourne, South Derbyshire.

Stephen Jackson

Stephen is a qualified accountant with substantial knowledge of both the public and private sectors. He has significant and varied board-level experience in executive and non-executive roles, working in complex business, legal and statutory environments.

After qualifying as an accountant, Stephen joined Bass plc and held several senior financial roles in the company’s headquarters and hotel subsidiaries.

He has since held a wide range of senior roles, including five years in Hong Kong as Chief Financial Officer and Head of Development and IT for Holiday Inn Asia Pacific. He has also held senior financial roles in Belgium, Germany, South Africa, Spain and the USA.

In 2003, Stephen joined Nottingham Trent University (NTU), where he held the post of Chief Financial and Operations Officer with overall responsibility for Finance, Estates, Commercial Development, Legal, Registry, IT and Governance Services. He was also appointed as a member of the Board of Governors and the Academic Board. Stephen left NTU in 2016 and joined Nottinghamshire Healthcare NHS Foundation Trust as a Non-Executive Director. He went on to become Vice Chair at Nottinghamshire Healthcare and to chair the Audit and Risk Committee.

Stephen also acts as a Non-Executive Director or Governor with the following local organisations:

• Non-Executive Director at Futures Housing Group;

• Non-Executive Director at Birmingham Women’s and Children’s NHS Foundation Trust;

• Chair of the Nottingham Business Improvement District;
• Governor / Trustee at Nottingham High School;
• Governor / Trustee at Portland College.

Outside of work, Stephen is a keen participant and spectator of sports of all kinds and has a passionate interest in environmental issues. Stephen chairs the ICB’s Joint Finance Committee.

Mehrunnisa Lalani

Mehrunnisa has been a Non-Executive Director on the University Hospitals Birmingham Board for six years. She chairs the Trust’s People and Culture Committee and is a member of the Clinical Quality Committee.

She brings over 20 years’ experience across local government, the voluntary sector and HM Prison Service. She completed her employed career with the Solicitors Regulation Authority, where she was Director of Inclusion and led a portfolio covering consumer affairs, corporate complaints and equality, diversity and inclusion.

Mehrunnisa now works as a freelance organisational development consultant, specialising in cultural transformation, equality, diversity and inclusion, workforce development, conflict resolution and stakeholder relationship management.

Her current roles include Equality, Diversity and Inclusion Strategic Lead for Coventry University Group, member of the British Association for Counselling and Psychotherapy’s Fitness to Practise, and member of the Post Office Scandal Research Advisory Group.

Mehrunnisa began volunteering in her community and wider society at the age of 10, with her faith and upbringing helping to shape the values by which she lives. She continues to mentor and support individuals to thrive and progress in their careers. She is also a member of the Seacole Group and the Asian Professionals National Alliance NHS Group.

Mehrunnisa has held a number of non-executive positions in the health and voluntary sectors within the East Midlands. She has served on Strategic Health Authorities, the Advisory Committee on Clinical Excellence Awards and the board of a Clinical Commissioning Group.

Mehrunissa is the ICB’s Freedom to Speak Up Guardian.

Nationally, she has been a member of the Doctors and Dentists Pay Review Body. She holds a Postgraduate Diploma in Health Studies, a Joint Negotiating Committee qualification in Youth and Community Work, and an MA in Health and Community Studies.

Sharon Robson

Sharon has been a registered nurse for 44 years and is an experienced senior NHS leader. She has held a wide range of clinical leadership positions, including board-level executive and non-executive roles across the East Midlands.

Sharon is recognised as a collaborative and inclusive leader with a strong focus on person-centred care and population health management. She brings extensive frontline clinical knowledge and experience to the ICB Boards, alongside a strong track record of improving the quality, safety and experience of healthcare services. Sharon was appointed to the NHS Lincolnshire ICB Board in August 2023 and currently chairs the ICB’s Joint Quality Committee.

Mark Powell

Mark became Chief Executive of Derbyshire Healthcare NHS Foundation Trust on 3 April 2023.

Before joining the Trust, Mark was Managing Director and Deputy Chief Executive at Leicestershire Partnership NHS Trust. He lives in Derby and was appointed following a rigorous national recruitment process.

Mark has more than 20 years’ NHS experience and previously worked for Derbyshire Healthcare NHS Foundation Trust as Chief Operating Officer, where he led the Trust’s initial response to the COVID-19 pandemic.

His earlier roles include Executive Director of Operations at Burton Hospitals NHS Foundation Trust. He also has experience in public health, including developing community health improvement programmes for children with obesity, and in acute, community and mental health commissioning through a previous role at South Staffordshire Primary Care Trust.

Mark is an Ordinary Member of the ICB Board, appointed by all three ICBs for his knowledge and experience of services relating to the prevention, diagnosis and treatment of mental illness.

Dr Karen Dunderdale

Karen became substantive Group Chief Executive Officer for Lincolnshire Community and Hospitals NHS Group on 1 July 2024.

Karen has held a range of board-level roles across Lincolnshire, the Midlands and the North, including Chief Nurse, Chief Operating Officer, Deputy Chief Executive and Acting Chief Executive. She has also worked in the national nursing team at NHS England and served for several years as Vice Chair of her local hospice.

Karen qualified as a registered nurse in 1991 and developed her clinical expertise in cardiology. She became a cardiac nurse specialist, developing cardiac rehabilitation and heart failure services. She holds a PhD in Health Related Quality of Life in Chronic Heart Failure from the University of York and has made a substantial contribution to the development of cardiac nursing, helping to raise national expectations within the nursing profession.

In 2023, Karen was conferred as Visiting Professor of Nursing for the Faculty of Health and Social Care at the University of Lincoln. She sees her role as a privilege and is passionate about delivering high-quality care and services for the people of Lincolnshire.

Dr Kevin Thomas

Kevin qualified as a GP from the University of Leicester in 2008 and completed his vocational training in general practice in Lincoln in 2013. He has worked as a GP in the same practice since then. Kevin completed postgraduate qualifications in medical education in 2017 and is a GP trainer. He was Training Programme Director for the International GP Programme and led the GP expansion pilot with Lincolnshire Local Medical Committee.

Following the establishment of Primary Care Networks, Kevin was elected Co-Clinical Director of East Lindsey Primary Care Network. His main areas of interest are workforce development, training and research. He chairs the Primary Care People Group and is Deputy Chief Executive Officer of the Lincolnshire Primary Care Network Alliance.

Mr Martin Samuels

Martin is Executive Director for adult care and community wellbeing at Lincolnshire County Council.
