John, who is currently the Chief Executive of NHS Lincolnshire Clinical Commissioning Group (CCG), has been appointed following a comprehensive recruitment process, led by NHS England and NHS Improvement. John will be accountable for the development of the long-term plan for the ICB and, through this, for delivering improvements in the quality of patient care, patient safety, health inequality, workforce productivity and financial health for the population of Lincolnshire.
The ICB is part of new, national Integrated Care System (ICS) arrangements to better join up health and care across the NHS, local authorities and a wide range of other local partners; to improve population health and reduce health inequalities.
Welcoming John to the role, Elaine Baylis QPM, the Interim Chair of Lincolnshire’s Integrated Care System, said: “I am delighted to confirm John Turner as the Designate Chief Executive of the ICB. John has a wealth of experience working in Lincolnshire’s NHS, and understands well the needs and challenges in the county. This will prove incredibly valuable as we take forward our ambition to deliver better, more joined-up health and care services to our residents.”
Commenting on his appointment, John added: “It has been a great privilege to have worked with colleagues in the Lincolnshire NHS and wider health and care system over the past years, particularly throughout the pandemic period. I am looking forward to continuing to build on the great work that happening within the county to help deliver better health and care services and outcomes for local people.”

The next step will be to recruit a Designate Chair, as well as Non-Executive Members and Executive Directors to the ICB.
